Insightful panel discussion on LULUCF using Earth Observation (EO) technologies

In the continuity of the 23rd edition of the JRC/EEA annual LULUCF gathering with countries' greenhouse gas (GHG) national inventory compilers held beginning of May in Ispra, Italy, GeoVille Information Systems and Data Processing GmbH attended the Stakeholder Workshop on the Evaluation of the LULUCF Regulation on 14 May 2025 in Brussels, co-organized by DG CLIMA and Ramboll Management Consulting.

It was a great pleasure and honour for GeoVille to be invited as a representative of the EO industry to take part in a Panel discussion on Experiences and lessons learned on Monitoring Reporting and Verification (MRV) together with Ms. Greet Maenhout, Head of Forests and Bio-Economy (JRC.D.1), Mr Per Rosenqvist, Head of Unit, Climate Division, Ministry of Environment, Sweden, Ms Janika Laht, LULUCF Coordinator, Estonian Environmental Protection Agency, and Mr Peter Weiss, Senior Scientist at Austrian Environment Agency.

The 2023 revision of the LULUCF Regulation binding Member States to the use of advanced monitoring technologies such as remote sensing and geospatially explicit data was an opportunity for GeoVille and partners to develop methodologies for an Earth Observation (EO)-integrated LULUCF MRV ICT system based on Copernicus satellite missions and derived information products, notably from the Copernicus Land Monitoring Service (CLMS) through several recent activities, such as The GHG-KIT Austrian flagship project and The CLCplus LULUCF Instances, in compliance with The IPCC Guidelines (2006/2019 refinement) wall-to-wall methodologies and tier 3 approaches.

A key message is that the LULUCF-R has contributed to improve EO-integrated MRV methodologies in support of the wider EU policy framework, in particular the Carbon Removal and Carbon Farming (CRCF) regulation, acting as a catalyst for both the compliance and voluntary carbon markets towards reaching EU's emission reduction targets as well as a prosperous, sustainable circular bioeconomy.
